PURPOSE OF THE POSITION:
Promote and provide oversight of safe work practices and high-level performance of operating crews for a given territory and improve operating ability of Locomotive Engineers. Act as a primary source of information and technology in certification and new train handling techniques for Locomotive Engineers. Provide leadership accountability for inputs and outputs of safety, service, efficiency and financial metrics.
POSITION ACCOUNTABILITIES:
Lead engineer performance and rules compliance
Performs the annual check rides and efficiency testing as the need arises by regulations
Files written reports on engineer performance; Provide vital training for employees previously pulled from service for rules violations and/or have displayed below standard performance
Handle daily operating issues when identified to ensure compliance with Operating Plan, Local Service Operating Plan and customer requirements
Train and develop student engineers until they become qualified engineers and provide continuing development opportunities for expert engineers
Certify engineers in line with regulations and Company policies
Assist other employees with efficiency testing training requirements and compliance
Maintain certification, qualifications and a pool of qualified engineers to operate on foreign roads over detour routes and other emergent conditions
Investigate safety, rules and policy failures complete with corrective action plans
Provide experienced analysis of downloads for train handling exceptions and incidents
Maintain up to date and complete familiarity with relevant regulations Book of Rules; FRA/AAR/TSB regulations etc. as applicable) regarding condemnable locomotive criteria, dimensional loads, TIH’s etc
Assist with selection on new hires
Serve as an “extra” Trainmaster at catastrophic events - coordinate crews, lead with other areas for recovery as the need arises
Conduct efficiency tests, train rides and safety-related activities to support a safe, efficient operation and ensure the application of CPKC’s safety practices, policies and procedures
Investigate safety rules and policy failures and respond and act on safety, health and environmental related incidents, identify cause, implement or recommend corrective actions or action plans
Conduct investigations in accordance with labor agreements, policies, etc
POSITION REQUIREMENTS:
Minimum of 2 years’ experience (or as required by regulations) as a qualified and practicing locomotive engineer
Proven understanding of railroad operating rules and regulations e.g. special loads, TIH, hours of work, locomotive standards
Solid understanding of railway operations; Knowledge of company policies, procedures and practices and their application
Solid understanding of CPKC systems: (NEXUS, TYES, FTO, CMA)
Rules qualified – GCOR
Must have the ability to cross the border for work purposes and possess a valid passport/pass card or enhanced driver's license
Management/supervisory experience preferred
Set up and supervise efficiency tests
Apply new IT applications as required; Apply current and new railway technologies
Ability to effectively communicate in a way that will be understood readily by all employees
Possess and apply leadership practices in accordance with what we value
Ability to interact effectively with internal and external customers
Ability to coach, mentor and train engineers and students
Willing to be available as required on a 7X24 basis
Ability to understand and work with collective agreements and other applicable regulations
Demonstrate integrity in interacting with various partners
Ability to perform under pressure and adapt to change
Strong self-motivation and ability to make decisions within limits of authority
Must have a valid driver's license
Ability to drill down, understand root cause and resolve complex issues

Medical and Drug Testing
This is a safety critical position and a successful pre-employment medical assessment including physical, vision, hearing, and a negative company or regulated drug test is required. Post hire qualification drug testing may also be required.

Management Conductor Program
Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
