Overview What You’ll Do — As the Solid Waste Operations Manager, you’ll lead and oversee all aspects of the Solid Waste Operations Division—including landfills, transfer stations, recycling centers, and the deep injection well. You’ll coordinate across teams and stakeholders to ensure safe, compliant, timely, and cost-effective operations while advancing strategic goals for waste reduction and sustainability. Key Responsibilities Lead & Guide: Direct daily activities and oversee staff and contractors across multiple facilities. Provide direction, solve complex challenges in the field, and ensure smooth, efficient operations. Ensure Safety & Compliance: Monitor compliance with federal, state, and local regulations. Oversee safety procedures, inspections, and facility operations to uphold health, safety, and environmental standards. Strategic & Project Planning: Develop short- and long-term plans, executive summaries, and strategies. Assist Division Director on specialized projects and lead division-wide initiatives. Budget & Financial Oversight: Manage budgets, prepare budget forecasts, track spending, and maintain fiscal compliance for recycling, landfill, transfer, and injection well operations. Contract & Vendor Management: Draft and manage RFPs, evaluate bids, oversee contractors/vendors, and manage contracts through their lifecycle. Community & Stakeholder Engagement: Serve as the division’s liaison with public organizations, regulatory agencies, and the community. Represent the County in outreach, education, and transparency efforts. Operational Oversight: Manage scale houses, weigh systems, recycling centers, and deep injection well operations, including programs for yard waste, C&D, MSW, sludge, organic waste, and artificial reef initiatives. Policy & Best Practices Development: Research and implement best practices, develop SOPs, and update procedures based on evolving regulations and innovations. Inspections & Environmental Monitoring: Perform regular facility inspections and ensure protection of employee safety and surrounding communities from permit violations or environmental hazards. What We’re Looking For Education: Bachelor’s degree in related field. If you don’t have a degree, we’ll consider candidates with 9+ years of relevant experience. Certifications & Licenses: Manager of Landfill Operations (MOLO) Certification (or equivalent such as SWANA) to be obtained within 12 months of hire Valid Florida Driver’s License (with endorsements as needed) Fingerprinting/background checks required. Core Skills: Strong leadership, communication, organizational, analytical, and technical skills. Able to coordinate multiple priorities in fast-paced environments and maintain effective internal/external relationships. Nice to Have Experience managing municipal or public-sector solid waste projects (landfill, C&D, MSW, organic materials). Familiarity with Florida-specific permitting processes and environmental code compliance. Experience with public outreach, community education, or regulatory engagement.
