Job Summary This position is in the Office of General Counsel, Department of Public Works (DPW), Office of the Director. The Legislative & Policy Analyst will provide proper research and analysis of issues related to the policies and operations of district government agencies and departments. The policies and legislation reviewed will impact the city. Duties And Responsibilities The incumbent works in coordination with the Office of General Counsel and the Office of the Director. They serve as a Legislative Specialist, analyzing statutes, codes, and regulations related to DPW. Responsibilities include conducting in-depth research and statistical analysis of policy and legislation issues, studying, analyzing, evaluating, and preparing options papers, concept papers, and reports on DPW policies, issues, programs, and economic or social policy issues. They present critical observations, findings, and recommendations on proposed changes in local and federal policies affecting DPW, its policies, legislation, and their impact on government operations, programs, and activities. The incumbent is responsible for preparing narratives, analytical reports, and memoranda, presenting facts and findings in problem areas, and recommending alternatives. They serve as a policy and legislation liaison to various boards, commissions, working groups, and other entities as assigned. The role involves coordinating interagency meetings around key policy and legislation issues as needed and reviewing all legislative requirements within the scope of the agency. Qualifications And Education Specialized Experience refers to experience that provides the applicant with the particular knowledge, skills, and abilities necessary to perform the duties of the position. To be credited, one (1) year of specialized experience must be equivalent to at least the next lower grade level in the normal progression. Work Environment Work is generally performed in an office setting; however, the majority of the agency's focus is on operations, and there may be times when the incumbent needs to work offsite. This position is designated as essential, as defined by the District's Personnel Manual. Position Designation: This position is security sensitive and subject to enhanced screening, including criminal background checks, background investigations, and drug testing as applicable. Essential Designation: This is an essential employee position. Services may be required during emergencies, including snow removal, debris removal, transportation, shelter operation, food distribution, and communications, even when the government is closed or employees are dismissed early. Residency Requirement: For positions with an annual salary of $150,000 or more, residency in the District of Columbia must be established within 180 days of appointment and maintained throughout.
